Pay-Per-Lead vs. Monthly Retainer: The Real Math for Roofing Contractors

RoofingLeads Search Operations Desk · 7 min read · Updated October 13, 2026

Most roofing agencies charge a fixed monthly retainer on top of your ad spend. Pay-per-lead flips that: the agency only earns when a qualified homeowner reaches you. Here is how the two models compare on the only number that matters — cost per signed job.

How a retainer agency gets paid

A typical retainer agency bills a flat management fee every month, whether your phone rings or not. Ad spend is billed separately. If the campaigns underperform for three months, you still paid three management fees.

That structure rewards the agency for keeping you signed up — not for filling your calendar with roof inspections.

  • ✓Fixed fee due on the 1st, regardless of results
  • ✓Long contracts (often 6–12 months) to protect the agency's revenue
  • ✓Ad accounts frequently built inside the agency's own manager account

How pay-per-lead works

With pay-per-lead, you fund your own ad budget directly with the ad platforms, and you pay a flat fee only for leads that pass clear quality rules: a real homeowner, in your service area, asking about a project you actually do.

Renters, wrong numbers, duplicates and out-of-area calls are never billed. If we don't send you a qualified lead, we don't get paid.

The side-by-side

Take a competitive metro with a $3,500/month ad budget. Using a non-branded Google search benchmark of roughly $124 per lead, that budget buys about 28 inquiries a month.

Under a retainer, you pay the ad spend plus the monthly fee whether 28 or 8 of those leads are real. Under pay-per-lead, you pay the ad spend plus a fee only on the qualified ones — so a bad month automatically costs you less.

The question to ask any agency: “What do I pay in a month when you send me zero qualified homeowners?” Retainer answer: the full fee. Our answer: $0 in fees.

When a retainer can still make sense

If you want an agency to run brand campaigns, build a website and manage reviews as a bundle, a retainer can be reasonable. But for the core job — getting exclusive replacement and storm inquiries — paying for outcomes keeps everyone's incentives pointed the same way.

Pay-per-lead puts the performance risk on the agency, not on you. Check whether your service area is still open before a competitor locks it.
